Minutes of the Council Meeting,

08th October 2024 Venue, Church House

 

In Attendance: S Hughes (SH) Chair, P March (PM) Vice-Chair, C Burgess (CB), N Tarmaster (NT), D Court (DC), J Hughes (JM), G Wilkinson (GW), S Doleman (SD), B Ellison (BE), W Tee (WT), C Green (CG) Clerk.

1. Declarations of Interest

  • None declared

 

2. Apologies

 

3. Signing Acceptance of office forms.

  • All councillors have signed the forms.

  • CG to scan and upload the signed documents.

 

4. Minutes of the meeting held on 10th September 2024

  • Amendments made by CB are to be added before final approval.

 

5. Update on actions arising from the last meeting

  • CG’s appointment as Clerk was confirmed after interviews. She has accepted a 6-month probationary contract. SH and CG signed the contract.  

  • New defibrillator pads have been purchased and delivered to the school. To be discussed further under agenda item 7.

  • DC and GV have backed up council documents and old minutes will be upload on to the website.

  • Cleaning of the playground at Maes Hyfred has begun. SH will confirm the cleaning schedule for the Pentrefelin bus stop. Richard Fishlock to be thanked for his efforts.

  • NT has purchased replacement marquees.

  • Councillors provided DC with their training records.

  • Insurance renewal has been completed.

  • SH confirmed the Welsh language policy, which will be uploaded to the community website following a minor amendment.

  • Thank-you letters were sent to those who helped and fundraised for the extravaganza.

 

6. Finance

  • DC reported on the Finance Committee meeting held on 1st October 2024 and presented the September financial statement.

  • Full budget will be discussed at the November meeting. 

  • DC will seek community council input to forecast expenditures for 2025/2026.

  • CB will contact Sonia Rogers regarding a grant application.   

 

7. School Defibrillator.  

  • Replacement pads have been purchased for the defibrillator at Ysgol Glan Conwy (YGC).

  • Proposal for the council to take over the defibrillator’s maintenance at YGC moving forward.

Proposed: PM. Seconded: GW. Approved: 12 – 0.

  • The council will also purchase a set of spare defibrillator pads.

 

8. Community council Wifi router rules and where it is to be kept.

  • Proposal to buy a second router. Proposed: GW. Seconded: KE.   Approved: 9 – 1.

  • A signing in and out book will be provided for each router.

  • DC to buy a new router and sort out the data download contract.   

  • Discussion as to who should be allowed to use the routers with suggests that there should be no restrictions but should be community based. 

 

9. Observation on planning submissions. 

  • No objections were raised regarding the planning submission for Arneddle.

 

 10. Update on Christmas decorations.

  • CB will provide a financial proposal for future decorations. 

  • The sub-committee suggested icicle lights near the current Christmas tree location, a second tree at Dolwyd, and lamppost decorations at Pentre Felin (due to lack of an electrical source for tree lights).

  • CB will check last year's lights to see if replacements are needed.

  • An approximate budget of £2,000 was suggested for decorations, including electrical installations.

  • Sub-committee to apply for licence under Section 178 of the Highways Act 

 

11. Communication in between meetings. 

  • The email policy in the current standing orders will be reviewed at the next AGM.

  • Discussion covered the frequency and tone of emails between councillors, response times, and checking emails regularly. 

 

12. Grant funding requests.

  • None received.

 

13. Fireworks display. 

  • GCSA have not submitted funding request. 

  • SD has researched insurance quotes on behalf of GCSA. 

  • DC will contact GCSA to discuss quotes from Snowdonia Fireworks and pass on insurance findings. 

  • GCSA will purchase fireworks and insurance, with the council reimbursing them.

  • Proposal to provide GCSA with £2700 as a donation to purchase of fireworks and insurance. Proposed: PM. Seconded: SD.   Approved: 12 – 0. 

 

 14. OAP Christmas lunch.

  • SH has requested quotes.

  • Discussion suggested an age criterion or financial contributions from attendees may be required.

  • Further discussion to take place at the next meeting.

 

15. County Councillor report.

  • Report provided by SD.

  • Ysgol Glan Conwy has had an Estyn inspection and has received positive feedback.

  • Conwy County Borough Council is introducing new cardboard recycling bags for residents. The bags are being delivered to households in October.

 

16. AOB. 

  • CB reported that noticeboards will be installed in the coming weeks.
