Finance Minutes 2nd December 2024

Finance Committee Meeting 2nd December 2024 via Zoom

Chris Burgess (13th November) and Jonathan Hughes (18th November) have resigned from both the community council and the finance committee.

  1. Minutes of last meeting (4th November) - accepted

 

  1. Action points from the last meeting.

    • Review of alternative bank accounts/interest rates: Unity Trust proposal to be presented after the budget work;

    • No progress re activating our bank signatories;

The letter from CCBC re contributions to playgrounds, bus shelters arrived. No specific contribution required, just a repeat from last year that we will have to pay to restore any damaged equipment.

 

  1. November transactions and bank reconciliations

 

Review of November transactions:

Hwb painting £1100; Noticeboards £1700 Bank reconciliations checked as correct by GV

 

  1. Budget for 2025/26

 

Reminder: The draft budget must be presented at the December council meeting and, if not before, approved in January. The Precept demand must be submitted to CCBC by 17th January.

The deadline for ‘indications’ of grant requests is not until December 6th. However a draft has been prepared showing that the Precept would need to be raised from £30,000 to over £40,000 on the following main assumptions:

employment of a Clerk for the full year; agreement in full to all indications;

need for an additional £5,000 ‘contingency’ reserve; maintenance of year-end reserves at £10,000.

The draft plus full list of underlying assumptions will be circulated separately and should form the basis of discussions at the council meeting next week.

 

  1. Any other business

No reply yet to me from HMRC to my challenging the £400 they say we owe them. They have however contacted John Hughes-Jones!

Audit Wales progress with the 2023/24 accounts: 645 received,250 issued, 270 being reviewed, 100 in progress, 25 ? (“some are with the police”).

They have asked us for more details of the Xmas voucher scheme before releasing our
